2nd reading approval on ABS-CBN franchise, revoked by Congress

The Congress revoked the second reading approval in the provisional franchise of ABS-CBN.

According to Deputy Majority Leader Wilter Palma, many congressmen still want to interpellate House Bill No. sponsors. 6732, allowing ABS-CBN to operate until October 31, 202.

Albay Rep. Edcel Lagman criticized the bill’s previous approval last Wednesday because the Congress violated the Constitution.

It was learned last week that the House approved House Bill 6732 on the first and second readings of the same day.

According to Lagman, the Constitution states that a proposal must be approved in three readings on separate days.

However, when it is certified as urgent by the President, approval can be made in one day.

Deputy Speaker Lray Villafuerte said their actions were based on the Constitution. It even identified precendents in previous congresses.
